HS2 Railway Systems – Track systems

HS2 is the UK’s flagship transport levelling up project. It is Britain’s first new intercity railway north of London in 100 years, the biggest rail investment ever made in the North of England and Europe’s largest infrastructure project.

The Track Systems contract includes delivery of a sustainable design and construction of plain line track, switches and crossings, an infrastructure maintenance depot, managing logistics and supporting testing and commissioning. The project covers four geographical areas with corresponding design and build contracts. The works include leading site co-ordination, managing complex technical interfaces, collating consents, undertaking Principal Contractor duties and managing movement of engineering trains. The Track Systems Contractor must also work collaboratively with HS2 Ltd and nine other Railway Systems contractors under an Alliance Agreement, based on Project 13 best practice.

WeBid have worked on the majority of HS2 PQQs and ITTs since 2015. We have a thorough understanding of HS2 Strategic Goals and Objectives that run through each project and the wider Office of Road and Rail and government drivers. We have a detailed repository of HS2 tender feedback which we analyse at the start of each bid to develop win themes and writing plans.

WeBid were commissioned to provide writing services for the Track Systems PQQ and ITT. We worked with the joint venture client teams based in the UK, Spain and Holland to develop bespoke, detailed writing plans and responses. We interrogated the works information and evaluation criteria, making sure that HS2 Ltd.’s objectives were understood and incorporated into the drafts. For example, HS2’s desire to enter into an Alliance Agreement to enhance ‘best for programme’ decision making was a key cross cutting theme. Our writers proactively engaged in workshops and reviews, taking on feedback from subject matter experts to refine and enhance the drafts, taking these through to a high-quality final tender.
