CP7 Southern Integrated Delivery (SID)

The framework comprised formation of an Enterprise Model over a 10-year Alliance as part of Network Rail’s CP7 Southern delivery approach for Control Periods 7 and 8. As part of the Enterprise Model, Network Rail were looking to appoint five integrated partners including Building and Civils (B&C), Electrification and Plant (E&P), Signalling, Track, and Minor Works. Each SID Partner would be responsible for planning, scheduling, specifying, assembling and then handing back to Network Rail as the Capable Owner.

This tender was extremely fast paced and complex, comprising several modules in various formats over an accelerated timeframe. The WeBid team co-located with our client to maximise efficiency and establish relationships quickly.

The WeBid team attended our client’s official launch conference where we prepared and delivered a Project 13 presentation, a key driver for the client’s tender. We determined our client’s current level of maturity through use of the P13 Maturity Matrix Questionnaire, putting forward a P13 Action Plan for progression to the next level of maturity, and forming a strategy for the successful bid.

Our overall responsibilities included development and delivery of presentation and writing workshops on all key topic areas, design and development of final client presentations to be assessed during dialogue with Network Rail, and lead writers and graphics support for all eight quality submissions for E&P and Track. Quality submissions were focussed on the Network Rail SID five key outcomes - Happy Customers, Safe, Fit and Healthy, Affordable and Profitable, Cleaner and Greener, and Positive Legacy. As many of the quality questions required new, innovative initiatives to be proposed, we used our interactive and collaborative workshops with subject matter experts to draw out their ideas and solutions, allowing them to be shared and developed in an open forum for optimal, targeted results.
