The PAS 91 prequalification questionnaire (PQQ) was originally developed to simplify and standardise the tendering process for construction projects across the UK. It helped contractors streamline their prequalification by covering critical areas like financial standing, health and safety, and environmental management. However, as of 2024, PAS 91 has been withdrawn and replaced by the Common Assessment Standard (CAS).
With the Common Assessment Standard (CAS) now the preferred method, we recommend it for all construction projects. Developed by Build UK and backed by the Construction Leadership Council (CLC), CAS covers key areas such as financial standing, health and safety, and technical capability (similar to PAS 91), while also incorporating additional criteria to reflect modern industry standards.
