YORbuild is a series of collaborative construction frameworks established in 2009 for the procurement of building contractors to carry out new build and refurbishment works for the Yorkshire and Humber region. This includes 22 local authorities, other regionally based public sector bodies and third sector organisations. It is part of a suite of three YORhub frameworks, alongside YORcivil and YORconsult. The pipeline value of projects is estimated to be £640m.
YORbuild3 is the most recent framework, comprised of separate contracts relating to the project value ranges. This includes the Minor Works Framework (projects up to £4m and housing developments up to 25 units) and the Medium Works Framework (projects between £4m and £10m and housing developments over 25 units).
Both frameworks’ are aligned with Construction Playbook best practice. They place great emphasis on modern methods of construction, net zero carbon targets and collaboration, including early supply chain involvement.
WeBid provided writing services for the Minor Works and Medium Works Frameworks. This included conducting planning workshops, evidence-gathering interviews and completing the PAS91 and technical questions. We interrogated the ITT, conducted additional research to understand local authorities’ diverse requirements and applied 15 years’ experience of writing successful YORhub tenders. This allowed our team to create a highly bespoke submission, including conducting demographic analysis to create a Social Value Strategy which supported YORhub’s wider sustainability objectives. Our experience gave our team a clear understanding of how to optimise the strict tender formats to get the most out of each response and of the wider strategic drivers. We supported our client in successful award of all Lots on the Minor Works Framework.
